An Operations Risk Officer for the Manila Citi Service Center who be working with and supporting the ROHQ Risk & Control Manager in implementing and executing a strong governance and Risk & Control framework and oversight within the ROHQ legal vehicle.

  • Supporting the ROHQ Risk & Control Manager in implementing and executing a strong governance and Risk & Control framework and oversight within the ROHQ legal vehicle

  • Will help support implementation of appropriate processes and controls within the ROHQ that can identify and mitigate risks, compliance with all relevant policies and maintenance of an effective and efficient control environment

  • Will be working with the ROHQ R&C manager in leading and providing direction and guidance to the Risk & Control officers from the various business units, who are directly responsible for supporting operational risk management within their business units

  • Will be working with the ROHQ Risk & Control Manager in proactively managing risks and further strengthening governance, oversight and internal controls in the ROHQ

  • Will help ensuring and monitoring that all business units operating under the ROHQ legal vehicle are aware and are compliant to all applicable Citi Policies, US and country regulations, etc.

  • Will help in managing and monitoring Risk & Control initiatives which include among others: Audit Management, Compliance Monitoring, Training and Awareness, Information Security, Continuity of Business, Migrations and Data Privacy, Operational Risk, Managers Control Assessment, etc., within the ROHQ

  • The ROHQ Risk & Control Officer will be reporting to the ROHQ Risk & Control Manager and will be working closely with the ROHQ Business Unit Risk & Control Officers / Coordinators as well as with Country Compliance, ORM and ERC

Key Responsibilities:

  • Support the implementation and execution of Risk & Control initiatives within the ROHQ which include MCA, COB, Information Security, Data Privacy, Migrations Monitoring, Records Management, Fraud Management, etc.

  • Responsible in monitoring and ensuring compliance of the ROHQ Business Units to Citi policies through regular, periodic monitoring and independent validation

  • Handle data gathering, consolidation, analysis and reporting of ROHQ Risk & Control related metrics and updates for submission to ROHQ Management, Country and/or Region

  • Handle setup and coordination of the ROHQ Risk & Control meetings including preparation of meeting minutes and tracking of agreed action items

  • Help in tracking audits impacting the ROHQ as well monitoring of issues and corrective action plans for reporting to senior stakeholders

  • Provide training, guidance and support to the ROHQ Business Unit Risk & Control officers

  • Handle compliance monitoring of new Business Units and/or migration of new work into the Manila CSC, i.e, compliance to the global Data Privacy, Outsourcing and other related policies and guidelines

  • Handle / Coordinate COB related activities (i.e, COB plan and call tree updates, COB testing, Crisis Management, etc.) and deliverables for the ROHQ

  • Represent ROHQ in Country Business Risk & Control Committee meetings and other related meetings, whenever the ROHQ R&C Manager is unavailable

  • Handle other tasks and initiatives assigned by the ROHQ R&C manager

Qualifications

Qualification / Skills:

  • Graduate of Business, Accounting or related courses

  • Minimum of 5 years experience in audit, operational risk, internal control, risk management, compliance and related functions, preferably in Banking or Shared Services / Business Process Outsourcing

  • Strong analytical and problem solving skills

  • Experience in project management

  • Innovative. Well versed in developing new ideas and improving current processes

  • Effective oral and written communication skills. Should be able to potentially present compliance related topics to large groups including internal senior business management, auditors, customers and other related parties

  • Well organized, detail oriented, efficient and able to work independently and think critically

  • Ability to work with all levels of management and staff and in a matrix environment

  • Good interpersonal skills. Must be able to establish and maintain a rapport with customers, auditors, and senior managers

  • Good understanding of operational risks and controls, and audit procedures and the ability to independently conduct compliance reviews of products and process

  • Ability to critically review policies and procedures to ensure that they fully comply with all pertinent policies and regulations and do not result in significant compliance related risk

  • Must be able to review the processes in the broad context of the overall business, including an evaluation of risk / reward tradeoffs, and the ability to anticipate issues not yet of obvious direct impact
