Position Title Program Manager
Philippines - Manila
AECOM seeks a Program Manager for an anticipated USAID program in the Phillipines that will design and implement interventions to assist vulnerable communities in areas affected by conflict. The program will pursue three objectives that align with the early recovery and rehabilitation phases: Early recovery needs of individuals displaced by the Marawi conflict addressed; Internally Displaced Persons (IDP)s transitioned to social and economic stability; and Conditions established for local governments and communities in and around Marawi to address their long-term rehabilitation needs. An ideal Program Manager candidate should have the following qualities:
Have a technical background implementing stabilization, local governance, grants, or civil society in conflict effected environments;
Have strong management and leadership skills, including the ability to mentor staff;
Be a “hands on” manager who is actively engaged in all aspects of program management;
Have demonstrated past representational experience with host governments, other donors, and civil society and demonstrated success with inter-agency coordination and joint programming ideally;
Be flexible to potential changes in program objectives, and shifting political contingencies.
A minimum of five (5) years of experience in supporting IDP populations in social and economic integrations, civil society strengthening, stabilization activities, inclusive governance, and infrastructure planning in developing countries;
Experience working in developing countries is required, preferably in a fragile or transitional state environment;
Experience in the hiring and supervising of host country local personnel and ensuring, when need arises, that they secure necessary training required to meet program needs;
Experience with activity design, development, and implementation including grants;
Fluency in English.
Experience in Philippines or in Asia in similar environments
Ability to excel in cross-cultural settings
