Key Roles and Responsibilities

The Regional Purchase Order Functional Administrator (POFA) is responsible for the overall maintenance of Internet Procurement/Purchase Order (IPPO) module of Oracle Procure-to-Pay system functioning as the subject matter expert (SME) with oversight of the Procurement Operations Team’s participation on related projects.

Business Operations:

  • Become the subject matter expert on all facets of IPPO, supporting the PO Operations team and business users on any system issues encountered

  • Responsible for investigating system issues, replicating scenarios in UAT, finding solutions, and if necessary, timely reporting and escalation to global counterparts for further resolution

  • Execute setup and maintain Citi's purchasing catalogues in the Procure-to-Pay system, ensuring pricing and contract terms are incorporated

  • Lead region-wide effort to maximize the use of catalogues (Citi's most efficient purchasing platform) This includes performing analysis to recommend areas for which catalogues can eventually be created, and execute the increased usage of the same

  • Coordinate with suppliers who wish to provide catalogues for Citi to incorporate into its systems

  • Serve as the liaison between suppliers, APAC countries, and Global P2P team for all P2P IPPO-related updates and projects

  • Perform testing for system enhancements or resolutions to ensure that updates/changes will not disrupt production environment once implemented

  • Perform UAT testing, production check-out, and sign-off for P2P releases and implementation for IPPO APAC countries

  • Communicate relevant P2P updates to APAC region where there is impact to IPPO users such as system enhancements, downtime, among others

  • Connect with regional counterparts on a regular basis for process improvement opportunities and general updates

  • Investigate and resolve P2P IPPO Service Now incident tickets and provide metrics of the same

  • Execute setup and maintenance of catalogues in Citi systems, ensuring that pricing and contract terms are incorporated

  • Serve as the point of contact / expert on Country Sourcing initiatives where catalogue set up or maintenance is required

Risk and Control:

  • Ensure that agreed control processes and procedures are implemented to identify and mitigate risks in his/her area of responsibility

  • Participate in the COB planning and implementation for the unit for an effective back-up system within the group


  • Assist in training and coaching of new team members as necessary

  • Participate in stakeholder calls as required


Job Requirements / Qualifications

  • Minimum Education: Educated to Degree Standard

  • Minimum Experience: At least 5 years work experience

Skills :

  • Fluent in written and spoken English

  • Knowledge of Mandarin Chinese (Reading/Speaking) preferred but not required

  • Strong project and time management skills

  • Highly numerate with well-developed analytical skills

  • Highly computer literate
